Founded in a small warehouse in June 1995, South Anna Stair & Rail Company, Inc. began as a dream fueled by grit and hard work. Our founder, Floyd Moore, began in the field as an ironworker in 1980 and climbed the ranks—becoming a VP before launching his own company with a vision to do more.

Today, we’re proud to be a family-owned business known for precision, reliability, and integrity. From high-end architectural railings to robust industrial structures, our work stands as a testament to decades of expertise and trust.

Floyd Moore – Owner/President
Floyd Moore is the Owner and President of South Anna Stair and Rail, a respected Class A Miscellaneous Metals contractor serving Central Virginia and beyond. Floyd began his career in the steel construction industry in 1981 as a fabricator. Over the years, he progressed through every major role in the business—from field and shop manager to estimator, project manager, and ultimately Vice President—earning a reputation for quality workmanship, leadership, and integrity.
In 1995, drawing on this deep industry experience and a desire to build something of his own, Floyd founded South Anna Stair and Rail. What began in a modest shop with just a few employees quickly grew into a company recognized for its dependability, precision, and professionalism. Under Floyd’s leadership, South Anna has successfully weathered multiple economic downturns and has become the trusted partner of choice for both general contractors and structural steel subcontractors throughout Central Virginia, the I-95 corridor, Washington D.C., and into North Carolina.
Floyd attributes South Anna’s longevity and growth to lasting relationships built on trust, consistent performance, and a commitment to doing the job right. Today, he continues to guide the company’s operations and growth, keeping the same values at the core that shaped its beginning.
Floyd has been married to his wife Teresa since 1978, and together they’ve lived in Hanover County for decades. They are proud parents to a daughter who works as a Physician Assistant in Winchester, Virginia, and proud grandparents to two wonderful grandchildren. Outside of work, Floyd enjoys time at his home on the Rappahannock River, listening to good music, and sharing stories with lifelong friends.
Teresa Moore- Treasurer/Secretary
Teresa Moore has played an integral role in the success of South Anna Stair and Rail since its founding in 1995 by her husband, Floyd Moore. Married in 1978, Floyd and Teresa have shared more than 45 years together, building a life grounded in faith, family, and a strong work ethic.
At the time the company was incorporated, Floyd was serving as Vice President for a local structural steel company, and Teresa was working with a regional, privately owned commercial general contractor. Drawing on her background in business and administration, Teresa became essential to South Anna’s financial and operational foundation in its early years, supporting Floyd’s vision while managing the day-to-day administrative needs of a growing company.
While Floyd is the sole owner of South Anna, Teresa’s behind-the-scenes leadership has helped the company grow into the well-respected business it is today. She continues to oversee general administration, even as she has developed a successful career in real estate. Teresa is one of the owners of the Long & Foster Ashland Office, where she is known for her professionalism, dedication, and community focus.
In her free time, Teresa enjoys relaxing at the beach, playing golf, and taking peaceful cruises on the Rappahannock River, where she and Floyd own a second home.
Lisa Michels – Director of Administrative Affairs/Office Manager
Originally from Waterloo, New York, Lisa brings decades of construction industry experience and a strong background in accounting to her role at South Anna Stair and Rail. She began her career in the early 1990s, working for both a demolition contractor and a horizontal directional drilling company. These hands-on roles gave her a solid foundation in construction operations and logistics.
After relocating to Central Virginia in 2010, Lisa joined South Anna in 2011 and quickly became a key part of the team. She successfully organized and now manages the company’s office systems, ensuring efficiency across billing, certified payroll, and daily logistics. Lisa is especially known for her extensive experience and detail-oriented approach to AIA invoicing. In addition to her office management role, she also serves as South Anna’s lead for Human Resources.
Lisa has been married to her husband Ken since 2007. Outside of work, she enjoys traveling, staying active through fitness, and expressing her creativity through art.
Karen Sutherland – Administrative Assistant
Karen joined South Anna Stair and Rail in August 2022, bringing with her over a decade of experience as a payroll specialist for one of Virginia’s leading healthcare providers. Her background in high-volume, detail-driven environments has made her an invaluable part of the South Anna team. With a strong commitment to consistency, punctuality, and precision, Karen ensures daily operations run smoothly and efficiently.
Outside of work, Karen enjoys traveling the country with her spouse, spending time in her yard, and tackling a wide range of DIY projects.
James Duncan – Director of Operations/Lead PM
James joined South Anna Stair and Rail in 2017 as a fabricator, bringing with him a strong background in project management and logistics from his time in the commercial moving industry. His versatility and leadership quickly became evident as he advanced from fabricator to CNC operator, then to shop manager, and now serves as both the Lead Project Manager and Operations Manager for the company. James leads the South Anna team with a results-driven approach, drawing from hands-on experience and logistical insight to ensure every project is completed with precision and efficiency. Outside of work, James is the crew chief for his son’s drift racing team, enjoys riding ATV trails with his family, and spending time watching his daughter ride horses.
Ralph Shroyer – Project Manager
Ralph brings decades of experience and leadership to South Anna Stair and Rail as a founding team member and trusted project manager. His career began in 1979 with service in the U.S. Navy, where he first gained hands-on experience in the metal construction industry. In 1985, he transitioned into the civilian sector, working for a structural steel contractor and expanding his expertise in fabrication and installation.
Ralph’s career took a pivotal turn at Hermitage Steel, where he met Floyd, the future founder of South Anna Stair and Rail. Recognizing Ralph’s skill and work ethic, Floyd brought him on as one of the company’s first employees. Since then, Ralph has been instrumental in South Anna’s growth, applying his deep knowledge of steel fabrication and his comprehensive understanding of the miscellaneous metal contracting business. From field measuring to project conceptualization, Ralph’s contributions continue to shape the company’s success.
Outside of work, Ralph enjoys the outdoors—often camping in a van he personally converted into a campervan. He also spends his free time woodworking and fishing, combining creativity with craftsmanship even in his hobbies.
Kevin Powers – Project Manager
Kevin joined South Anna Stair and Rail at its founding in 1995, bringing with him five years of prior experience in the structural steel industry. Beginning his career in construction in 1990, Kevin honed his craft as a fabricator, building a strong foundation in structural and miscellaneous metal work. His expertise and dedication have grown alongside the company, where he has become a driving force in its development and reputation. As a project manager, Kevin plays a critical role in overseeing fabrication projects and conducting accurate material take-offs. His longstanding relationships within the industry have helped propel South Anna Stair and Rail to a trusted name in the region. Outside of work, Kevin enjoys shooting billiards, hunting, and fishing.
Harold Brackett – Senior Estimator
Harold began his career in the warehousing industry, where he developed a strong foundation in logistics and operations. In 2018, he joined South Anna Stair and Rail as a junior estimator and quickly demonstrated his aptitude in the field. Over the years, Harold has cultivated deep expertise in the miscellaneous metals construction industry, with a sharp understanding of fabrication techniques and market pricing strategies. His commitment to accuracy and efficiency has made him an integral part of the team. As of 2025, Harold serves as the company’s lead estimator, playing a key role in project planning and cost analysis. Outside of work, Harold enjoys playing video games and restoring his classic 1964 Ford Falcon.
Jacob Duncan – Estimator
Jacob Duncan joined South Anna Stair and Rail in the summer of 2023, following in the footsteps of his father, James Duncan, the company’s Director of Operations. He began his journey in the shop, where he quickly made himself an essential part of the team—operating the industrial bandsaw, cutting materials for stair fabrication, unloading shipments, and stepping in wherever help was needed. Today, Jacob works in the office as a junior estimator, where he focuses on delivering precise, competitive pricing to support the company’s bidding process.
Outside of work, Jacob is passionate about motorsports. A lifelong enthusiast of all things fast and mechanical, he has been drifting since the age of 13. He now builds and drifts his Nissan 240sx with his dad by his side and is chasing his dream of becoming a professional Formula Drift driver and content creator. His ambition, energy, and drive make him a rising talent both on the job and on the track.
Eddie Zarraga-Mendez – Estimator
Eddie joined South Anna Stair and Rail in May 2025 as a Junior Estimator, bringing a strong foundation in logistics and organization developed through his early career in dealership inventory management. Originally from Virginia’s Northern Neck, Eddie is proud of his heritage and fluent in Spanish, a skill rooted in his upbringing as the son of immigrants who settled in the region in the early 2000s.
Eddie is family-oriented and values the strong community culture at South Anna. His disciplined approach and attention to detail make him a valuable part of the estimating team. Outside of work, he enjoys staying active with basketball and soccer and takes every opportunity to enjoy the outdoors.
Paul Whitehair – Shop Manager
Paul began his career in the construction industry in 2015 with a company in Ohio specializing in overhead crane fabrication. In 2018, he relocated to Central Virginia and joined South Anna Stair and Rail as a powder coater. His dedication, skill, and strong work ethic quickly moved him through the ranks—from powder coating to fabrication—ultimately leading to his promotion to Shop Manager in 2023. In his current role, Paul oversees all shop operations, ensuring that every product meets the high standards South Anna is known for. His attention to detail and leadership have made him an essential part of the team. Outside of work, Paul enjoys kayaking with his wife and two daughters and spending time outdoors hunting and fishing.
Scotty Richardson – Field Manager
Scotty brings over two decades of hands-on experience and leadership to South Anna Stair and Rail. He first joined the company in 2001 as a field installer, quickly demonstrating a strong work ethic and technical skill that earned him the role of Lead Field Manager. After a brief time away from 2008 to 2013, Scotty returned and has remained a cornerstone of our field operations ever since.
Before joining South Anna, Scotty began his career in a machine shop at age 18, where he refined the welding and fabrication skills that continue to serve him—and our clients—today. In his current role, he leads four field crews and works closely with our Director of Operations, James, to ensure every project meets the high standards South Anna is known for.
Dependable, detail-oriented, and committed to quality, Scotty is trusted by both our team and the company’s owners to deliver consistent, top-tier results. Outside of work, he enjoys fast cars, fishing, and boating—pursuits that match his drive and passion on the job.
